Proposal on School Staffing Challenges

As you know, over the last couple of years SAA member associations, along with other education associations and entities, have been working to shape policies that would address the growing issues around teacher shortages and school staffing generally. Most recently, we convened, along with the State Superintendent, a high level policy committee with representation from all major stakeholder groups to identify system changes that could have an impact. This process has resulted in a consensus on key proposals related to licensing. More work from this committee will follow, but I wanted you to have these licensing proposals now. This plan is being communicated to the Governor’s office and key legislators on the Education Committees in order to ensure its support through the legislative process.
I am sharing three documents with you. First, is a Full Report of the proposals from the committee. Second is an Executive Summary for your use. Finally, we have provided you with the press release that was issued regarding the proposals. SAA members should be aware you may receive inquiries from the media.
As you can see from the full report, these proposals have value for students, teachers and district officials in the effort to expand the pool of quality teachers for all students, maintain equitable educational opportunities across the state and provide the necessary flexibility for districts to meet unique needs.
We will keep you apprised as this process moves forward. It is the intention of the committee that the flexibility implied in the adjustments to the licensing will be implemented in time for you to benefit from the proposals by the 2017-2018 fall hiring season.
